Introduction to Newfoundland and Labrador and NLPNP
Newfoundland and Labrador is divided by three of Canada’s seven physiographic regions. These three regions are the Canadian Shield in Labrador, and the Appalachian and Eastern St. Lawrence Lowlands on the island of Newfoundland. The Newfoundland and Labrador Provincial Nominee Program (NLPNP) is an economic immigration program intended for; 1)Newfoundland and Labrador employers with labour market challenges and 2) Skilled workers, international graduates and entrepreneurs interested in settling in Newfoundland and Labrador.
NLPNP Express Entry Skilled Worker Category
Eligibility Criteria:
- Valid Express Entry profile.
- Minimum 67 points on NLPNP Point Assessment Grid.
- A full-time qualifying job offer from eligible Newfoundland and Labrador employer.
- Qualifications, training, skills, or accreditation for the job.
- Valid immigration status if residing in Canada (at least 4 months remaining).
- Intention and ability to settle permanently in Newfoundland and Labrador.
- Language test scores equivalent to CLB 7.
- Valid Educational Credential Assessment (ECA).
NLPNP Skilled Worker Category
Eligibility Criteria:
- Age between 21 and 59.
- A full-time qualifying job offer from eligible Newfoundland and Labrador employer.
- Qualifications, training, skills, or accreditation for the job
- Valid immigration status if residing in Canada (at least 4 months remaining).
- Intention and ability to settle permanently in Newfoundland and Labrador.
- Language test scores equivalent to CLB 7 for TEER 0,1,2,3 jobs.
- Language test scores equivalent to CLB 4 for TEER 4 & 5 jobs.
- Proof of financial stability for self and family members.
- Valid Educational Credential Assessment (ECA).
NLPNP International Graduate Category
Eligibility Criteria:
- Hold a valid IRCC Post-Graduation Work Permit (PGWP) with at least four (4) months remaining at the time of NLPNP application.
- A full-time qualifying job offer with TEER code 0,1,2,3 or 4 from eligible Newfoundland and Labrador employer.
- Qualifications, training, skills, or accreditation for the job
- Age between 21 and 59.
- Intention and ability to settle permanently in Newfoundland and Labrador.
- Language test scores equivalent to CLB 7 for TEER 0,1,2,3 jobs.
- Language test scores equivalent to CLB 4 for TEER 4 jobs.
- Proof of financial stability for self and family members.
International Entrepreneur Category
Eligibility Criteria:
- Age between 21 and 59.
- A business plan with supporting financial documentation verified by a recognized third-party professional (applicants are solely responsible for payment of associated fees related to obtaining these documents).
- Have a minimum of Canadian high school diploma or equivalent foreign credential verified by an Education Credential Assessment (ECA)
- Aspire to establish permanent residence in Newfoundland and Labrador while actively managing a local business aimed at significant economic impact.
- Possess a minimum of $600,000 CAD in unencumbered net business and personal assets, transferable to Canada.
- Commit to investing at least $200,000 CAD (with a 33.3% ownership) or $1 million in equity for business establishment, showcasing dedication to local economic growth.
- Exhibit the capability to generate at least one full-time job for the local population, emphasizing a commitment to community employment.
- Ensure the business operates for profit, focusing on the sale of goods and/or services.
- Demonstrate a minimum of two years' active management and ownership (with a 25% minimum ownership) of a business in the past five years, or five or more years in a senior business management role in the last ten years.
- Attain a score of at least 5 on the Canadian Language Benchmark in English or French (CELPIP General Test, IELTS General Training Test, or TEF).
International Graduate Entrepreneur category
Eligibility Criteria:
- Age between 21 and 59.
- A business plan with supporting financial documentation verified by a recognized third-party professional (applicants are solely responsible for payment of associated fees related to obtaining these documents).
- Possess a valid post-graduate work permit.
- Complete a degree or diploma after a minimum of two full-time, in-person academic years at Memorial University or College of the North Atlantic, finished within two years of Expression of Interest submission.
- Aspire to establish permanent residence in Newfoundland and Labrador while actively managing a local business aimed at significant economic impact.
- Demonstrate the ability to create at least one full-time equivalent job for the local population.
- Accumulate at least one year of continuous experience actively managing and owning the current business (33.3% minimum ownership).
- Ensure the business operates as a for-profit entity with the primary goal of earning profits through the sale of goods and/or services.
- Ensure the business operates for profit, focusing on the sale of goods and/or services.
- Attain a score of at least 7 on the Canadian Language Benchmark in English or French (CELPIP General Test, IELTS General Training Test, or TEF).
